Boiler Flue Regulations

The correct flue depends on the boiler, fuel, property and proposed installation position. It must remove combustion gases safely while allowing proper inspection, servicing and maintenance.

A boiler flue carries combustion gases safely from the appliance to the outside air.

​

In England, Approved Document J provides guidance covering air supply, combustion products, flues and chimneys for gas, oil and solid-fuel appliances. The installation must also follow the boiler manufacturer’s instructions, which specify permitted flue components, lengths, bends, clearances and terminal positions.

​

The flue must be correctly supported, sealed and positioned so that combustion gases do not create a danger or nuisance.

​

Horizontal Boiler Flues

 

A horizontal flue normally passes through an external wall behind or beside the boiler.

​

This is the most common arrangement for modern wall-mounted gas and LPG boilers because it is usually:

​

  • Relatively simple to install.

  • Easy to inspect.

  • Less expensive than a roof flue.

  • Suitable when the boiler is close to an external wall.

​

The terminal must be positioned safely in relation to windows, doors, ventilation openings, corners, boundaries, walkways and neighbouring properties.

​

The required distances vary according to the boiler and flue arrangement. The installer must therefore use the appliance manufacturer’s current instructions rather than relying on one general clearance measurement.

​

​

Vertical Boiler Flues

 

A vertical flue rises from the boiler and terminates through the roof.

​

It may be required where:

​

  • The boiler is on an internal wall.

  • A safe horizontal terminal cannot be achieved.

  • The boiler is installed in a loft.

  • Nearby windows or boundaries restrict a wall terminal.

  • The property layout makes a roof termination more suitable.

​

Vertical flues normally involve more components and labour. Roof flashing, weatherproofing and safe external access may also be required.

​

The complete flue route must remain supported and capable of being inspected.

​

Room-Sealed and Balanced Flues

 

Most modern gas and LPG boilers are room-sealed appliances.

​

A room-sealed flue system normally:

​

  • Draws combustion air from outside.

  • Discharges combustion products outside.

  • Keeps the combustion process separate from the room.

​

The air intake and exhaust may be contained within a concentric flue, with one duct positioned inside another.

​

Room-sealed appliances are generally preferable to older open-flued arrangements because they do not depend on air from the room for combustion.

​

​

Open Flues and Conventional Chimneys

 

Older boilers and some specialist appliances may use an open flue or conventional chimney.

​

These installations draw combustion air from the room or installation space and therefore depend on:

​

  • Adequate permanent ventilation.

  • A suitable chimney or flue.

  • Correct flue draught.

  • Regular inspection.

  • Safe combustion-air provision.

​

Open-flued installations require careful assessment and should not be altered without advice from a suitably qualified engineer.

​

HSE guidance places particular restrictions on gas appliances within sleeping accommodation unless they are room-sealed or meet the applicable safety requirements.

​

​

Concealed Boiler Flues

 

Flues routed through ceiling voids, boxed sections or enclosed walls must be capable of being inspected.

​

The engineer needs to confirm that:

​

  • The flue is continuous.

  • Joints are correctly assembled.

  • Connections remain sealed.

  • The flue is adequately supported.

  • There are no signs of damage or leakage.

​

Inspection hatches or an approved monitoring arrangement may be required where a concealed gas flue cannot otherwise be checked.

​

HSE warns that an engineer cannot confirm the safety of a concealed flue if its joints and condition cannot be inspected.

​

​

Gas Boiler Flue Regulations

 

A modern natural-gas boiler will normally use a manufacturer-approved room-sealed flue.

​

The installer must assess:

​

  • Flue type and diameter.

  • Maximum permitted length.

  • Number of bends.

  • Terminal location.

  • Condensate drainage within the flue.

  • Access for future inspection.

  • Proximity to neighbouring buildings.

  • Whether a plume-management kit is required.

​

Gas-boiler and flue work must be undertaken by a Gas Safe registered engineer who is qualified for the appliance and work involved.

​

Flues must be installed in a safe position and at appropriate distances from boundaries and building openings.

​

​

LPG Boiler Flues

 

LPG boilers usually use similar room-sealed horizontal or vertical flue arrangements to natural-gas boilers.

​

However, the engineer must be specifically qualified for LPG work. Natural-gas qualifications alone do not necessarily cover LPG appliances.

​

The installer must also consider:

​

  • The boiler’s LPG conversion or factory setting.

  • Fuel-supply pressure.

  • LPG pipework.

  • Tank or cylinder position.

  • Ventilation.

  • Appliance location.

  • Manufacturer-approved flue components.

​

The flue requirements are determined by the boiler model and installation arrangement, while the LPG storage and supply system has its own separate safety requirements.

​

Oil Boiler Flues

 

Oil boilers may use:

​

  • A horizontal balanced flue.

  • A vertical balanced flue.

  • A conventional chimney.

  • A purpose-designed prefabricated flue system.

​

A balanced flue draws combustion air from outside and discharges gases through the same terminal arrangement.

​

A conventional oil-boiler flue usually rises vertically through a chimney or insulated flue system. This may be required for some boiler types, outputs or property layouts.

​

Oil-boiler flues can operate at different temperatures from modern gas-boiler flues, so suitable materials, clearances and chimney construction are important.

​

Oil heating and flue work should be completed by an appropriately competent technician, commonly one registered with OFTEC.

​

​

Biomass Boiler Flues

 

Biomass boilers burn solid fuel such as wood pellets, chips or logs and therefore require a properly designed chimney or flue.

​

A biomass flue will generally need to:

​

  • Rise vertically.

  • Provide sufficient draught.

  • Withstand higher flue-gas temperatures.

  • Resist condensation and corrosion.

  • Allow sweeping and cleaning.

  • Include access points for inspection.

  • Terminate at a suitable height.

  • Maintain safe clearances from combustible materials.

​

Biomass systems may also require suitable appliance-room ventilation, fire-resistant construction, hearth protection and fuel-storage arrangements.

​

Approved Document J treats biomass installations as solid-fuel combustion systems and includes requirements covering ventilation, flue characteristics, fire protection and the safe discharge of combustion gases.

​

A biomass chimney will often be more visually prominent than a modern gas-boiler terminal and should be considered early when planning the boiler room and external appearance.

​

​

Ground Source Heat Pumps

 

A ground source heat pump does not require a boiler flue or chimney because it does not burn fuel within the property.

​

Instead, it transfers heat from the ground through:

​

  • Horizontal ground loops.

  • Vertical boreholes.

  • A heat-pump unit.

  • Refrigerant or brine circuits.

  • The property’s heating and hot-water system.

​

Although there is no combustion flue, the installation still requires careful design covering heat loss, electrical supply, ground-loop sizing, flow temperatures, hot-water storage, controls and commissioning.

​

Ground source heat pumps are included within the current Boiler Upgrade Scheme grant categories, but their installation requirements are completely different from those applying to combustion boilers.

​

​

Do Electric Boilers Need a Flue?

 

Electric boilers do not burn gas, oil or solid fuel, so they do not normally require a flue.

​

They still require:

​

  • A suitable electrical supply.

  • Correct circuit protection.

  • Heating-system design.

  • Appropriate controls.

  • Safe installation and commissioning.

​

The absence of a flue can make an electric boiler useful where a compliant combustion flue cannot be achieved, although running costs and electrical capacity must be assessed.

​

​

Flue Plumes

 

Condensing boilers can produce a visible white plume, particularly during cold weather.

​

The plume is normally water vapour, but it can cause problems where the terminal is positioned close to:

​

  • A neighbouring property.

  • A window or door.

  • A pathway.

  • A frequently used garden area.

  • A boundary.

  • An overhang or sheltered corner.

​

A manufacturer-approved plume-management kit may allow the discharge point to be moved to a more suitable location.

​

The installer should consider the practical effect of the plume as well as minimum technical clearances.

​

​

Planning and Building Considerations

 

A standard domestic boiler flue may not normally require planning permission, but additional consent could be needed where:

​

  • The property is listed.

  • The building is within a sensitive conservation area.

  • The property is a flat or maisonette.

  • The flue affects a communal elevation.

  • Freeholder consent is required.

  • The flue is particularly large or visually prominent.

  • A substantial biomass chimney is proposed.

​

The installation must still satisfy the relevant Building Regulations and manufacturer’s instructions.

​

​

Who Can Install a Boiler Flue?

 

The installer must be competent for the appliance and fuel involved.

​

This will normally mean:

​

  • Gas Safe registration for natural-gas boilers.

  • Appropriate LPG competencies for LPG boilers.

  • OFTEC competence for oil systems.

  • Solid-fuel or biomass competence for biomass appliances.

  • Suitable heat-pump design and installation qualifications for ground source systems.

​

A flue should never be altered, extended or replaced using unapproved components.

​

Boiler Flue Regulations: The Simple Answer

 

Different heating systems require different arrangements:

​

  • Natural-gas boilers: Usually room-sealed horizontal or vertical flues.

  • LPG boilers: Similar to gas boilers but installed by an LPG-qualified engineer.

  • Oil boilers: Balanced flues or conventional vertical chimney systems.

  • Biomass boilers: Purpose-designed solid-fuel chimneys with cleaning and inspection access.

  • Electric boilers: No combustion flue required.

  • Ground source heat pumps: No flue or chimney required.

The correct flue depends on the boiler, fuel, output, building and proposed location.

​

A qualified installer must design the flue around the manufacturer’s instructions, current regulations and the safety of the property and neighbouring occupants.
